Mogul occupies the strip along the Truckee River between west Reno and Verdi, hemmed in by the river on one side and Interstate 80 on the other. It is unincorporated Washoe County, small, and its character comes almost entirely from that river corridor position.

Proximity to the Truckee is the dominant factor for below-grade work. Parcels near the river sit on ground where groundwater is closer to the surface than it is out on the open valley floor, and some fall within mapped floodplain. Neither automatically prevents finishing a basement, but both change how it should be built, and both need establishing before wall assemblies and flooring are chosen rather than after.

Away from the river flat, the ground rises toward the hills on the north side, and those parcels behave quite differently. Better drainage, and grade change that makes daylight or walkout lower levels a realistic possibility. Two houses a few hundred yards apart in Mogul can present completely different basement propositions.

Housing here is mixed in age and type, with older river-corridor properties alongside newer building, so there is no single rule of thumb about what is under the floor.

Distance from the river

It is the variable that matters most here. Groundwater and flood mapping both track proximity to the Truckee, and both belong in the conversation before insulation is specified.

River flat or hillside

Parcels on the rising ground north of the corridor drain far better and are more likely to have a daylight lower level. The difference over a short distance is substantial.

Access can be tight

The corridor is narrow and some properties have constrained access off the frontage road. Where a dumpster sits and how materials arrive is a practical question worth settling early.

  • The current flood designation for the parcel, particularly on the river side
  • How far the house sits from the Truckee and whether the ground rises behind it
  • Whether a sump and discharge route should be built in during the slab work
  • Evidence of past water at the slab edge: staining, efflorescence, or rust on the jack posts
  • Clear height measured to the lowest duct or beam rather than the highest point in the room
  • Which of the five permitting authorities actually covers the address, which is not always the obvious one

We are close to the river. Can the basement still be finished?

Usually yes, with the right sequence. Establish the flood designation and get a sense of groundwater first, then choose wall assemblies, insulation and flooring that suit the conditions.

Where groundwater is high the answer is normally different detailing rather than a refusal: a sump and discharge route, assemblies that tolerate vapour movement, and flooring that survives an event rather than being destroyed by one.

Is Mogul in the floodplain?

Parts of the river corridor are mapped and parts are not, and it varies substantially over short distances. Your parcel’s designation is the only one that matters.

Check it directly with Washoe County rather than relying on what is true of a neighbour, because along a river corridor the line can run between adjacent properties.

Who permits work here?

Washoe County, since Mogul is unincorporated rather than part of Reno. The county has been on the 2024 International Residential Code with the 2024 Northern Nevada Amendments since 1 July 2025, and its Building Program is on (775) 328-2020.

Where a parcel is in mapped floodplain, additional requirements apply on top of ordinary permitting.

Does the interstate cause noise problems in a basement?

Less than upstairs, since below-grade rooms are naturally better isolated from exterior noise. It is one of the genuine advantages of finishing a basement on a corridor property.

Where it can still matter is any new exterior opening. An egress window in the wall facing the interstate will let in more than one facing away, which is worth factoring into which wall it goes in.

Our house is up the hill rather than by the river. Is that different?

Quite different, and generally easier. Better drainage, lower groundwater risk, and grade change that means a daylight or partial walkout lower level is more likely.

If yours opens to grade on any side, that usually solves the egress question for a bedroom before it is even asked.
