The short version

Where your house sits changes what is under it

The Truckee Meadows is a valley floor ringed by foothills, and the two behave differently. On the flat, most of the post-1970s subdivision building went up slab-on-grade, so a good number of houses have no basement at all. On the slopes west and south of Reno, grade change means daylight and walkout basements are often part of the original design, which usually makes them easier and cheaper to finish.

Then there are the specifics. Lemmon Valley sits beside Swan Lake and part of it is mapped floodplain. Damonte Ranch was built over ranch land with wetlands delineations. The Virginia City Highlands are on wells at nearly 6,000 feet and in a different county. Incline Village is at 6,350 feet with roughly three times the annual precipitation of Sparks and an extra regulatory layer at the lake.

Reno, Sparks and the close-in neighbourhoods

Older stock here is the most likely in the region to have a genuine full basement. Newer infill mostly does not.

The North Valleys

Closed valleys north of Peavine where drainage has nowhere obvious to go. Flood mapping matters here more than anywhere else in the service area.

Spanish Springs and the east

Largely 1990s and 2000s subdivision building on the valley floor, so slab-on-grade is the norm and basements are the exception.

The western foothills

Sloped ground along the Truckee River corridor and up against Peavine. Daylight and walkout basements are common.

The southern foothills and the Mount Rose corridor

Custom homes on grade change, frequently with lower levels already framed and waiting to be finished.

Higher ground and other counties

Different elevation, different weather, and in two cases a different permitting authority entirely.

Five authorities, and they are not interchangeable

Which one applies is decided by your address, not by which city you say you live near.

  • City of Sparks and City of Reno run their own building departments for addresses inside city limits
  • Washoe County covers the unincorporated areas, and adopted the 2024 International Residential Code plus the 2024 Northern Nevada Amendments effective 1 July 2025. Its Building Program is on (775) 328-2020
  • Lyon County covers Fernley, which has been an incorporated city since 1 July 2001
  • Storey County covers the Virginia City Highlands, which straddle the Storey and Washoe line
  • At Lake Tahoe there is an additional regional layer on top of county permitting, which affects timelines in Incline Village

About coverage

How do I know which authority covers my address?

City limits in this region are not intuitive, and plenty of addresses with a Reno postal address are actually in unincorporated Washoe County. The county’s regional mapping system will tell you from a parcel number.

It matters because the submission, the fees and sometimes the requirements differ. We confirm it before drawings go anywhere.

Does it cost more to work in the outlying areas?

Distance itself makes very little difference across most of this service area. What can make a difference is a long private drive that a materials truck cannot reach, or a site where a dumpster has nowhere to sit.

Those are practical access questions rather than mileage, and they come up at the walkthrough.

My area is not on the list.

Ask anyway. The list is where we work regularly and know the permitting well enough to be useful from the first conversation.

If you are just outside it, we will either take it on or tell you plainly that we are not the right people, which is more useful than a maybe.

Why does the area page matter? A basement is a basement.

It is not, quite. Whether your house has one at all, whether it is fully below grade or a walkout, whether the water table or a mapped floodplain is a factor, and which department inspects it all vary across these 25 areas.

Those are the four things that most affect what a basement project costs, and every one of them is geographic.
